Overview


The Innovation Academy for Precision Measurement Science and Technology (APM) of Chinese Academy of Sciences (CAS) is a new model of research institution built in response to the needs of national science and technology reform. The institutions that participated in piloting this model also include our brother institutions such as the University of Science and Technology of China, the Dalian Institute of Chemical Physics of CAS, the National Time Service Center of CAS, as well as other institutions such as the Huazhong University of Science and Technology and the National Institute of Metrology of China, etc.

Oriented towards the major strategic needs of the country in basic science, precision instruments, mapping and navigation, resource exploration and population health, APM conducts research on the frontiers of precision measurement fundamentals, new methods and technologies, and their applications in three featured areas: atom-based precision measurement, precision molecular measurement and precision geodesy. As a new model of research institution, APM gathers resources in the field of precision measurement science and technology in China, promotes interaction and sharing among multi disciplines, integrates existing research strengths, establishes and equips the faculty and educational system with sources of innovation, innovative base, capability of overcoming technical difficulties, capability of translating research findings into practice, integration of science and education. In general, APM is constructed by a high standard according to the institutional mechanism and operation mode of a national laboratory. Moreover, at the time when Wuhan is to build a comprehensive national science center and Hubei Province is to build a provincial laboratory, APM will take the opportunity to deeply integrate and develop with the locality, and actively participate in the design, planning and construction of the Wuhan comprehensive national science center. Hopefully, all these moves will help create conditions and lay a solid foundation for the formation of our dream National Laboratory of Precision Measurement Science and Technology.

APM has been a sound base for scientific research platforms. We have a lot of national and provincial research platforms, including two state key laboratories (the State Key Laboratory of Magnetic Resonance and Atomic and Molecular Physics, the State Key Laboratory of Geodesy and Earth’s Dynamics), one large scientific instruments center—the National Center for Magnetic Resonance in Wuhan, one national field station (Wuhan National Geodetic Observatory), two key laboratories of the Chinese Academy of Sciences (CAS Key Laboratory of Atomic Frequency Standards, CAS Key Laboratory of Magnetic Resonance in Biological Systems), one provincial key laboratory (the Key Laboratory for Environments and Disaster Monitoring and Evaluating of Hubei Province), the Navigation Department of the National Engineering Research Centre for Satellite Positioning System, the Ecological Station of Xiaogang Wetland in Jianghan Plain, the Calculation and Geophysical Exploration Research Center, etc.

APM has a team of scientific and technological talents with high academic qualifications and senior professionals. As of June 2019, the APS has 596 employees, including 483 scientific researchers (81%), of whom 68% are senior professional and technical personnel, and 104 people are with senior titles. Various national, academy, provincial and ministerial level talents account for more than 60%, including three academicians of the Chinese Academy of Sciences, 11 chief experts of the National Key Research and Development Program. The academy also has two national innovative research groups, three international teams and four innovative cross-teams of CAS, and two provincial innovative research groups.

The two predecessors of the APM were among the first batch of doctoral and master's degree granting institutions under the State Council, and a large number of graduates have grown up to be leading scientists and elites in enterprises and institutions. APM now has three authorized first-level doctoral programs in physics, chemistry, surveying and mapping science and technology, three authorized second-level doctoral programs in applied mathematics, solid earth physics, natural geography, seven academic master's programs in physics, chemistry, surveying and mapping science and technology, solid earth physics, natural geography, applied mathematics and pure mathematics, three professional engineering master's programs in electronic information, biology, medicine and three post-doctoral mobile stations in mathematics, physics, surveying and mapping science and technology. There are 574 postgraduates, including 480 enrolled students, four international students, and 90 postgraduates for co-cultivation. The ratio of Ph.D. students to postgraduates is close to 1:1. In recent years, the APM has actively responded to the call of the State and the Chinese Academy of Sciences to combine science and education, giving full play to the complementary advantages of the research Institutes and universities, and actively promoting the deep integration of research and education. We have cooperated with the University of Science and Technology of China, Wuhan University, Huazhong University of Science and Technology, Central China Normal University, China University of Geosciences, Northwestern University, Yunnan University and other key institutions to establish several "Elite Classes", share resources of education, teaching staff, science and technology resources, explore the way to integrate science with education, and jointly cultivate young scientific and technological talents.

Division of responsibilities of the Graduate School
REN Xiaohua: presides over the work of the department. She is responsible for the management of postgraduate enrollment and degrees, the construction of the conferred disciplines, the integration of science and education, and other work assigned by the leadership.

CAI Yichun: in charge of postgraduate training, ideological and political related work, employment and other management work; international student work; guiding the postgraduate association to carry out various activities; other work assigned by the leadership.
